China’s new ambassador to Sri Lanka, Wei Huaxiang, held his first official meeting with Health and Mass Media Minister Dr. Nalinda Jayatissa on Tuesday, and a significant part of it was taken up by the explosion at the Chinese-built nephrology hospital in Polonnaruwa.
Both sides discussed the incident and “the way forward,” NewsFirst reported.
Jayatissa conveyed Sri Lanka’s appreciation for the long bilateral relationship and thanked the Chinese government for its sustained support of the health sector through infrastructure, medical assistance and development projects. The ambassador reaffirmed China’s cooperation.
Why the hospital is a diplomatic matter
The facility is formally the China–Sri Lanka Friendship National Nephrology Specialized Hospital. It was built as an outright Chinese government grant under an RMB 460 million agreement signed in 2016 and declared open in June 2021 as the largest specialised kidney hospital in South Asia.
A gas explosion before dawn on 26 September killed a hospital health care assistant and injured six others, three of whom were in intensive care. Four separate investigations were opened, and the Director General of Health Services said a team of Chinese professionals would be brought in to assist — meaning the party asked to help examine the installation is the party that built it. Arrangements were made to inform Beijing through the embassy in Colombo.
That sequence is what makes Tuesday’s meeting more than a courtesy call. Neither outlet says whether the Chinese specialists have arrived, who they are, or what the “way forward” the two sides discussed actually consists of — repairs, a replacement installation, compensation, or a share of the inquiry.
The ambassador’s opening weeks
Wei Huaxiang arrived in Colombo on 11 August and presented his credentials to President Anura Kumara Dissanayake in late August. He has since worked through a systematic round of introductory calls — on the Prime Minister, the Defence Secretary, the Speaker, and the ministers of justice, agriculture, trade, industry, transport and women’s affairs among others. The embassy’s own published record shows calls on the Minister of Public Administration on 28 September and the Minister of Youth Affairs and Sports on 29 September, the same day as this meeting.
The health call is therefore both routine in form and unusual in substance: the first item of business between the two men was an accident at a Chinese gift.
Update: Hiru fills in the venue, the date and the room
A second verified newsroom has now corroborated the meeting, and it answers most of the questions left open below. Hiru News reports the talks were held at the Ministry of Mass Media — not the Health Ministry — and dates them to Monday 29 September, where NewsFirst had said only “Tuesday.” Jayatissa holds both the health and mass media portfolios, which is why the venue is not the anomaly it first appears.
Hiru also names the room. Attending alongside the minister were Deputy Minister of Health Dr. Hansaka Wijemuni, Ministry Secretary Dr. Anil Jasinghe, and — the detail that matters on this agenda — Additional Secretary for Engineering Services Salinda Bandara, with a group of officials from the Chinese Embassy. Sending the engineering-services secretary into a diplomatic courtesy call indicates the Polonnaruwa accident was a working item rather than a passing mention.
It confirms this was the first official meeting between the ambassador and the minister since Wei Huaxiang assumed duties, and that the two sides held “extensive talks” on the incident at the Chinese-built nephrology hospital.
Still unreported
Neither outlet says whether China has offered anything specific on the hospital, what caused the accident, or whether the minister raised any other health-sector project. Ada Derana also carried the meeting, but its site returns a CloudFront 403 to every fetch route we have, a block that has persisted for months. The Chinese Embassy’s news page, which publishes readouts of the ambassador’s calls, had not posted this one at the time of writing — it was still catching up on 28 and 29 September engagements.
