The Cabinet has approved a proposal for Sri Lanka to host the first meeting of BIMSTEC health ministers, to be held in Colombo on 10 and 11 November along with a senior officials’ meeting on health.

The proposal was put forward by the Minister of Health and Mass Media, Hiru News reported at 3.15 p.m. Colombo time on Tuesday. Both the ministerial meeting and the Senior Officials’ Meeting on Health are to be held on those two days.

Why Colombo

Hiru reports that the question of holding a health ministers’ meeting to strengthen regional health cooperation was taken up at the sixth BIMSTEC summit of heads of state, held in Bangkok, Thailand, in April 2025, and that Sri Lanka was named the lead country for public health cooperation within the bloc.

That designation is the stated basis for Colombo hosting the first such meeting. This desk has not independently confirmed the Bangkok summit date or the lead-country designation, both of which are reported here as Hiru states them.

Hiru describes BIMSTEC’s central purpose as promoting social and economic development and technical cooperation among South and Southeast Asian countries.

Part of a pattern of hosting

Sri Lanka has been taking on institutional roles within the grouping. In September it signed a host agreement with the BIMSTEC Secretariat to establish a BIMSTEC Technology Transfer Facility in Colombo, on the sidelines of the bloc’s fourth expert group meeting on science, technology and innovation, also held in the capital. The health ministers’ meeting continues that line: a standing facility in September, a first-of-its-kind ministerial in November.

Not reported

The filing does not name the Minister of Health and Mass Media, say which member states have confirmed attendance, or name a venue in Colombo. It gives no agenda for either meeting, no cost to the government, and no indication of what outcome — a declaration, a work plan, a standing mechanism — the meeting is intended to produce.

It does not say what being “lead country for public health cooperation” obliges Sri Lanka to do, or whether the role carries a fixed term. Nor does it explain why the bloc’s health ministers are meeting for the first time only now, or what the senior officials’ meeting is expected to contribute alongside the ministerial one.
