Sri Lanka signed loan agreements worth US$200 million with the Asian Development Bank at the General Treasury on Friday, covering two separate programmes that had already cleared approval stages earlier this year.

Half the money — US$100 million — goes to the water sector, directed at water security, climate resilience, environmental sustainability and the financial stability of water utilities, NewsFirst reported. The remaining US$100 million funds the Skills Development System Transformation Program, scheduled to run from 2027 to 2031.

Approval to signature

Friday’s signing executes two facilities this desk has reported separately at earlier stages. The ADB approved the US$100 million vocational training loan on 2 October, a programme aimed at reaching more than 100,000 young people with a particular focus on women entering technical trades, running over the same 2027–2031 period. Cabinet cleared the second US$100 million water tranche on 13 October as sub-programme 2 of the Water Supply and Sanitation Reform Programme — drawn from a US$620 million ADB package tied to Sri Lanka’s IMF programme, with half of it on concessional terms.

Signature is the step at which the funds become contractually available; approval alone does not release money.

Not reported

NewsFirst did not name the signatories. Comparable ADB agreements this year have been signed at the Treasury by Treasury Secretary Harshana Suriyapperuma for the government and Country Director Shannon Cowlin for the ADB, but neither was named in this report and this desk has not confirmed who signed.

The report also gives no disbursement schedule, no interest terms, and no split between the ADB’s regular and concessional capital resources for the skills half.

Readers should note that “ADB lends Sri Lanka US$200 million” describes several distinct transactions this year, including a post-cyclone reconstruction loan and a trade and industry facility. The programmes named above — the water sub-programme and the 2027–2031 skills transformation — are what Friday’s signing covers.
